What is an Azerbaijan eVisa?

The Azerbaijan eVisa — issued through the official ASAN Visa system operated by the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan — is a fully digital single-entry visa permitting eligible foreign nationals to visit Azerbaijan for tourism, business, and other permitted short-term purposes. It is applied for entirely online through the official portal — evisa.gov.az — in three simple steps: Apply, Pay, and Download. No embassy visit, no passport submission, and no in-person appointment is required at any stage. There is no physical sticker visa for tourist or business purposes — all short-term visit authorisations are issued as a fully digital A4 PDF document that must be printed and presented at the Azerbaijan border checkpoint together with the passport.

Entry Routes — Azerbaijan

Azerbaijan offers four distinct entry routes — Visa Exemption, Visa on Arrival based on GCC Residency, Visa on Arrival based on Nationality, and eVisa — determined by the applicant's passport nationality and residency status.

Route 1 — Visa Exemption (No Visa Required)

The following ordinary passport holders may enter Azerbaijan without any visa — confirmed from the official State Tourism Agency of Azerbaijan — tourism.gov.az:

UAE Nationals: UAE nationals holding an Emirati passport are fully visa-exempt — they may enter Azerbaijan for up to 90 days without any visa, eVisa, or application of any kind. Entry is granted on presentation of the UAE passport or national ID card.

Route 2 — Visa on Arrival Based on GCC Residency

This is one of the most important and practical benefits for Rayna's clients — confirmed from the official Consulate General of Azerbaijan in Dubai:

Any foreign national — regardless of their passport nationality — holding a valid UAE or GCC Residence Visa with at least 6 months remaining validity may obtain a 30-day Visa on Arrival at Azerbaijan international airports.

This means an Indian, Pakistani, Bangladeshi, Filipino, Egyptian, or any other nationality passport holder — living in the UAE or any GCC country — can travel to Azerbaijan and obtain a Visa on Arrival simply by presenting their valid GCC residence permit and passport at the immigration counter. No prior application or eVisa is required.

Key conditions for GCC Residency Visa on Arrival:

• The UAE or GCC Residence Visa must have a minimum of 6 months remaining validity at the time of travel.
• Both the valid residence permit and the passport must be presented at the immigration counter.
• The Visa on Arrival is issued through the E-ASAN Self-Desk Kiosk at Heydar Aliyev International Airport upon arrival.
• Cost: USD 30 per applicant — card payment only.
• Permitted stay: 30 days — single entry.
• If the UAE or GCC Residence Visa has less than 6 months remaining validity, the applicant must apply for an eVisa online before travel.

Route 3 — Visa on Arrival Based on Nationality

The following nationalities may also obtain a Visa on Arrival at Azerbaijan international airports — regardless of their country of residence — at a cost of USD 30:

Route 4 — eVisa (Online Application)

Citizens of 89 countries are eligible to apply for the Azerbaijan eVisa online through the official ASAN Visa portal — evisa.gov.az — before travel. This includes Indian nationals and UAE or GCC residents whose residence permit has less than 6 months validity remaining.

Do You Need an Azerbaijan Visa? — UAE, India & KSA

UAE Nationals: Fully visa-exempt — up to 90 days — no application required.

UAE Residents of Other Nationalities: Eligible for Visa on Arrival — regardless of passport nationality — provided the UAE Residence Visa has at least 6 months remaining validity. If less than 6 months remaining, must apply for eVisa online before travel through evisa.gov.az.

KSA Nationals: Eligible for Visa on Arrival at Azerbaijan airports — 30 days — USD 30. May also apply for eVisa online before travel.

KSA Residents of Other Nationalities: Eligible for Visa on Arrival — regardless of passport nationality — provided the KSA Iqama (Residence Permit) has at least 6 months remaining validity. If less than 6 months remaining, must apply for eVisa online before travel.

Indian Nationals applying from India: Must apply for the Azerbaijan eVisa online through evisa.gov.az before travel — India is on the eVisa eligible list.

Permitted Activities

• Tourism, sightseeing, leisure travel, and recreational activities
• Visiting family or friends
• Business meetings, conferences, trade activities, and commercial engagements
• Attending events and cultural activities

Not Permitted:

• Paid employment or any revenue-generating labour activity — a separate work visa is required
• Journalistic activities without prior accreditation from the Azerbaijan Ministry of Foreign Affairs

Important eVisa Conditions

• Applications must be submitted at least 3 working days (standard) or 3 hours (urgent) before the intended date of arrival.
• The passport must be valid for at least 3 months beyond the expiry date of the eVisa.
• The eVisa is not attached to the passport — must be printed in A4 format and presented at the border checkpoint together with the travel document.
• The eVisa becomes invalid if not used within its 90-day validity period.
• A new eVisa can only be applied for after leaving the territory of Azerbaijan.
• Applicants holding dual or multiple citizenship must apply using the travel document that will be used for actual travel.
• Foreigners staying in Azerbaijan for more than 15 days must register at their place of stay through the hotel or accommodation management — free of charge.
